This could indeed be genuine small-scale structure in the winds - it was a night well suited to producing such structure. However, it could also be an artifact of thin and scattered cloud. The MSP record does suggest some thin cloud at times. Often, the SDI would not notice cloud this thin - but if portions of the sky were producing very low emission rates then the scattered auroral emission may have been to distort the wind fields.
